Allow notices longer than 140 symbols to be posted via API

On Twitter it is possible to post updates longer than 140 symbols via the API. In such cases only the first 140 symbols of the update is redistributed, but the rest of the update can bee seen on the individual page of the update.

Implementing this feature would also enable not to reject updates thus simplifying protocols and improving user experience.

Admins can configure >140 chars (or unlimited chars) on their site.

Setting a limit means you have a limit. Doesn't make sense to have it limited here and not there, etc.
