Notice sections take up too much space

It would be nice if the notice sections, like popular notices, were a little more compact. They take up a lot of space on the page; they're about twice the size of the other sections, and they're distracting from the rest of the page.

Some ideas: leave out the dotted line between notices; use a smaller font; take out the nickname. We could also do fewer notices per section.
