We should have a tag cloud of related tags on the tag page sidebar. This would be a cloud of tags that people add to notices that also have this tag.

The links would ideally go to intersections pages (see #849), so if you saw #bug in the #ubuntu tag page, it would link to the /tag/ubuntu;bug .
