Provide a public Laconi.ca service status page to allow users to verify service status and notices regarding maintenance. Similar in purpose to [http://www.google.com/appsstatus Google Apps Status Dashboard] and [http://status.twitter.com/ Twitter Status].

Possible uses include publishing scheduled and unscheduled maintenance, information regarding service outages, current status of services (web, XMPP, API, etc).
