Posting "hello !world" should always link to the group "world" even if poster is not a member.

The post itself should not go to the group, which is the correct current behavior.

When a notice contains "!x" it also automatically gets the "x" tag (as if someone typed "#x" in the notice as well).

So if you're not a member of a group, and you want to mark your notices, just use a tag.
