Cannot use password recovery. It says I have a database error.

"The database for %s isn't responding correctly, so the site won't work properly. The site admins probably know about the problem, but you can contact them at %s to make sure. Otherwise, wait a few minutes and try again."

It doesn't have an error code to look into. What could be the problem? There are unanswered tickets that seem similar to mine: 1307, 1352.
