[Mobile] Tab bar has white background along edges in landscape mode, iPad, Android netbook/tablet size

When rotating the screen to landscape mode on Android, the tab bar ends up with a white background on the left and right sides, which looks bad.

The background image should be extended across the entire bar when this happens; possibly we might also want to re-arrange the icons so we can fit more on screen.

Noting that this also affects larger-format screens such as iPad and netbook/tablet variants of Android.

[master ae9e020] Fix for http://status.net/open-source/issues/2566 -- extend toolbar to full size; provisionally use smallest available screen dimension as our wrapping/centering guide. Should change this to update dynamically when we change orientation!
