[Groups] Add option for group admin not the be notified when users join a group.

As of 1.0 Group Admins get an email notification when someone joins their group, this is useful for private groups with requests but for large popular open groups this can be a nuisance since there is no apparent way to disable it.

This is important! I get about 20 to 30 emails a day and can't switch it off? Uhhh...please fix that soon. It is really disturbing.

Those notification emails say "Change your email address or notification options at http://identi.ca/settings/email " - which adds to the frustration factor when we follow the instructions, and find vague sounding options, but nothing works.
A digest option might be handy for admins who want to do the spam check every week. (To be honest though, I'm never going to have time for this - this is not how spam-fighting should be done.)
