Don't shorten links unless they exceed notice limit

One of the nice features missed in StatusNet 1.0 is shortening URLs if the notice text exceeds maximum limit.
Ideally, users shouldn't need third-party redirectors, that's why I think the default option should be not to shorten URLs if it's possible to post them in full.

So what happens if you set the field "text longer than" to whatever your maximum post length is?
And perhaps also setting the "URL longer than" field to something equal or bigger.
What might be a problem is how this is handled UI-wise. Do stuff get posted - and if not, is the error user friendly? That's however perhaps a discussion for this issue: http://status.net/open-source/issues/1798 ("Message character counter should take URL shortening into account")
