Why would you want t.co as a shortener?
And no, probably not as for what I know the Twitter UID is somehow embedded in the t.co URL (the link is at least unique per user, rather than globally indexed). So you would need a Twitter user to shorten something with t.co
Also, t.co is under the control of a competing, entirely closed platform. I would personally never want to use a URL shortener that is supposed to withstand the test of time if it belongs to a non-neutral, closed down service.
Sorry for the rant, but I thought it had to be said. Would anyone mind if I set this issue to 'will not fix'?

I agree on the point of view not using a competing closed tool that have not much more features.

The link service at http://t.co is only used on links posted on Twitter.com and is not available as a general shortening service on other apps or sites.
so having t.co as a shortener on identi.ca may not be straight-forward. The reason that I want to use t.co as a URL shortener is because I have to use some URL shortener and since I mirror all my tweets (or statuses) on Twitter.com, it would be nice for at least the real URL to be displayed on Twitter like in the attached image, this can only be achieved by posting the real URL from Twitter or the shortened t.co URL (which you have to get from Twitter) which can be posted on identi.ca and achieves the effect in the attached image.

Please help me understand your issue. Are you concerned that if you're using a url shortener on StatusNet, the URL on Twitter won't have the original URL displayed?
If you are running your own instance, this is an easy fix. Basically you can just say that no URLs should be shortened before posting to Twitter.
If you do _not_ have that control over the software, ask yourself again if you really need the shortening service. As mentioned, Twitter will do this itself anyway - and StatusNet services are not as sensitive about the message length.
I'm marking this as will not fix but we can keep the discussion open.

I didn't know that Status.net was not sensitive about the message length. I increased the maximum length in URL settings and I am able to post the full URL in identi.ca and the start of it is being displayed in Twitter.com.
