The following doesn't work:
R user also fan of SOFA http://labrigger.com/blog/2012/07/05/sofa-open-stats/
with an error message: "User has no last notice."
but if a hyphen is put between R and user thus "R-user" the status update is successful.

This is not a bug. Notices starting with "R foo bar" are considered replies to the last message the user "foo" sent. If you replace "foo" (or in your case, "user") with the username of a genuine user, everything after the username will be sent as a reply to that user's last notice.
