Make bang-prefixed group names act as tags of the same name if the person is not a member

If a user is not a member of a group called "Blah", and posts a notice with "!Blah" in it, it may be useful if the link be made to "tag/Blah", possibly by simply rewriting the text to say "#Blah "prior to saving to a database.
