You only have 140 chars (a good thing IMHO), which means that every char matters. When you want to use more than one hashtag in a post all the #'s can add up to just that one or two chars that just doesn't fit within the limit.
My idea is that if you want to use more than one word in a row as a hashtag, lets say "#laconica #identica #bug", you won't have to put # in front of every word. Instead you just put 3# in front of the first word; "3#laconica identica bug". The number in front of the # (in this case 3) indicates how many of the upcoming words are hashtags. You would only save one char, but when 140 is the limit every char matters, and if you want to use four hashtags you'd save two chars, etc.

This seems unnecessarily complicated. I don't think we're going to do this.
