You should be able to add tags to people who follow you or who you follow. "news", "sports", "php", "montreal", "entrepreneur", "party".
Eventually (these should be separate tickets later) we could have some special interfaces for people with tags. Example: only show me the stream of notices from people tagged "montreal" and "php". Or: send a message to everyone I've tagged "family".
Other people should be able to review your tags and groups. Example: I want to see who [wiki:kshep] has tagged 'trac'.

In this one, the user assigns tags to other people (or, more strictly, to the user's relationship with those other people). In #515, the user describes him or herself.
For example, @stav would probably tag himself "california", "silicon_valley", "greek". I, on the other hand, would tag our relationship "father", "family", "supporter", "news". I'd tag @zach "work", "controlyourself". But people typically wouldn't tag themselves "work" or "family" or "friend" or whatever.
