The Twitter related settings are located in the upper right menu. Follow Connect and then the Twitter tab. To update your Twitter you just have to provide your account settings to your StatusNet service and confirm your credentials.

Replies to users who exist on Identica will be passed on to Twitter.
You can help keep noise down by switching this off (For example, if there's a different person on Twitter with the same name!). If you reply to a username who doesn't exist locally, it will still be passed on to Twitter, so you can write replies or shout-outs to your Twitter-only friends from Identica.

If you want to subscribe to all your Twitter friends that happen to use the same StatusNet service.

Currently StatusNet software can fetch directly from Twitter, but this is not enabled on identi.ca as it's not yet functional for a high-load site.
In the meantime, there are several tools to post at identi.ca/StatusNet from RSS feeds like Twitter provides. Please have a look at the application list.
