If a group is empty, the admin should be able to delete it.

To explain better, with Brion's words: «I'd probably do basic group deletion as dropping the group profile & membership relations, but leave any past posts in existence. At least our current groups are conceptually collections of posts from users' notice streams, so they have an independent existence».
